What about people who are killed in weather or environmental related car accidents? Your argument doesn't seem to account for those.

Pacifiers are a choking hazard, let's put little cameras on those!
If a car is about to crash into another car how are they going to be stopped, the government runs in and yells "FREEZE!" I don't understand how it's going to work.

its simple, people who break the rules of the road by speeding or driving while drunk get into the radar of the police IMMEDIATELY (rather than later when they've killed someone or were stopped in a lucky coincidence)
they can then be warned immediately and be on the police radar as soon as possible; and hopefully they are removed from driving altogether if their infractions pile up and before they manage to kill or hurt anyone

So I'm driving on a nearly abandoned highway late at night, going speedy, and crash into the only other car going by. They're gonna pick that up on time? I doubt it.
