Oh, wow. I've actually been there, and you can basically go in and out pretty much anytime you want, but that is the only room open, while the rest of the library is closed at closing time.

That's ideal, but some people have extracurricular activities, which, I think, hinder them from staying up-to-date on their studies and have them needing additional time at night to study.

Some would argue that not studying at all would be better than pulling an all-nighter. To those people, the ones you reference, I suggest they manage their time better. You make time not wait for it to magically appear or for you to somehow have extra time somewhere in your schedule just out of the blue. I would think studying would be high in their priorities list, enough to at least not have to force an all-nighter upon themselves.
