A corvette (or other total performance car) chassis with the body of silver used Honda Civic plopped on it. Fast enough to evade the cop cars, but so "normal" that the helicopters can lose it more easily.

Not really. It's a medicore Italian car with some Dodge styling cues on it. It's slow and heavy, the tigershark 4 engine runs rough and uncivilized, it has unimpressive handling/braking, and the interior is still kind of cheap. And that's from a guy that likes American cars. I'd go with the new Chevy Cruze (or at the very least look into it) or a Ford Focus (which is good, if not as fun as the Fiesta or as comfy as the Fusion) instead.
TBH if I was getting a new car around that price I'd get a V6 (or a sparsely optioned Ecoboost) Mustang. But that doesn't have a big back seat and its not great in the ice/snow, so I understand its not for everyone.

There are better compacts out there. The Ford Focus is great, if you insist on buying 'American', hell the base price of the Focus ST costs $25,000, or get a fully loaded Fiesta ST for that price or a little less perhaps.

I'd go the Bluesmobile route and take a modified Crown Vic that looks like an unmarked car.

That's the Fiesta. It's small because it is a subcompact. The Dart and the Ford Focus are compacts, one size class up from subcompact. The Ford Focus is bigger than the Fiesta, but it is not as much fun to drive.

I know, but I just wanted to show you the Fiesta video.
So the Ford Focus, seems pretty good. Decent HP, pretty good MPG. Is it worth it tho? Does it break down a lot?

It depends on which model year you get the 2014/2015 ones should have the bugs fixed, usually the first model year of the new generation has bugs, but I think the Focus has average reliability. It's well made, but not so spectacular.
