Yeah it's pretty safe to say he isn't a pro, if you get caught stealing a bike you probably need to reevaluate your criminal career.

I live in NYC, and I know how the Bronx is. The borough is still overall safe to go and visit, and not as dangerous as it was back then.

I also read about police officers straight-up killing people for no reason with alarming regularity; I won't link to hundreds of articles across literally 50 different newspapers though - those should be very easy to find...
I'm not saying target identification has to be perfect every time, especially when you only have a split second to decide... But opening fire on people who are clearly unarmed and not aggressive cannot ever be justified. If someone is waving around what looks to be a pistol,and doesn't put it down when order to; that's a different story... (Referring to that kid who was killed earlier this year. Sadly I can't recall his name, there were so many others...)
