Stalin scored way higher than Yeltsin in fear (16% vs 1%).

This poll was in 2000, shortly after Yeltsin's resignation, Putin was, at the time, not particularly well-known. Still very popular, btw.

Well, there's still Stalin.

Stalin wasn't the leader of Russia, he was the leader of a Union of which Russia was a part.
Also, Stalin, while a brutal murderous paranoid power-hungry ditator, at least was efficient enough to have his country survive and win the worst war ever. Any president during that era would have 'failed. He was pretty funny though, so that's a plus.
