Personally, I think Austria-Hungary and Russia are the most to blame.

Russia's mobilization led to other nations mobilizing. Russia's alliance with France basically forced them support Russia,which led to Germany making the Schiefflen Plan, and invading Belgium. The two front war Germany was afraid of made them do this, but makes them equally responsible for the war. Russia also wanted some territory in the Balkans, which gave them a prefix to go to war with Austria.

Austria-Hungary made the worst decision by issuing that ultimatum, and of course Serbia didn't accept. With that, Austria had a reason to invade. With Germany supporting Austria-Hungary, the stage was already set for war.

I would say Germany mainly, although it is not entirely for us to blame just Germany. Germany and Britain went into an armaments race, which triggered tension between the two nations. Germany also brought in the U.S. into the war, when they sent a telegram to Mexico to attack the U.S.

However, Germany is the one that assassinated. Had that assassination not occurred, then we might not have the war.
