I'd propose new training for guards if something like this were to go through. Because I'm am in no way advocating for rapes to continue as they are but I am cautious when anything that changes the status quo is proposed. Stick with the devil you know and all that.

True enough.
Maybe giving the prisoners a panic necklace each?
Tell them pushing the button means they go to solitary, regardless. (For protection, or punishment for pushing it for no reason.)
I dunno. It should be solvable.

Thank you, you're a peach. That's probably why I've never heard of it before though, I don't watch soaps.
