Public schools I'll grant you but our Universities are exceptional.
I'd like to see the comparison, really. I only know a bit about what the Uni's are like for fields that are related to mine, and I can say that NC State is ranked about equally to the SUNY schools, which don't really come close to Cornell in many things (although my concrete canoe team whipped theirs).
NC is nice, but its also a bit too warm for my tastes.

No, but it seems like most public schools do not give unrequested fee waivers.
As the only unrequested fee waiver I got from a public law school was from Oklahoma university, and that was because I struck up a conversation with the dean at a star bucks not realizing he was the dean of a law school.
