Where are you getting the idea that people in underwear is inherently arousing? That is a cultural phenomenon just the same as pornography is. Eroticism is modeled after society's expectations and standards of what is considered normative and what is sexualized. The fixation on panties in Japan for example is a result of the fact that the western-designed panties were a new and imported product that were mostly only accessible by prostitutes following World War II. Panties became an erotic symbol, at times sexualized even more so than the naked body. Eroticism is always fluctuating. We don't even need porn for this. Women's ankles were sexualized before restrictive dress expectations were abolished in favor of more practical clothing for women.
