Well I have some reservations about online voting. But I do agree with your first proposal. Especially automatic registration and paid postage.

I mean, we complain and complain and complain we can't get people to show up and vote.

If it was as simple as marking a box, signing your name, and putting it in the envelope and putting it out for the mailman, you'd probably get at least 80% participation. And the rest? Well, you'd probably only get em to vote if you paid em to.
