The flags are each 4 feet high and 6 feet long. They're mouted about 18-inches in from the sides of the tray. Thus they can flap 4-and-a-half feet to either side of the vehicle: on the right hand side, far enough to obscure the view of the road for a driver in the next lane.

No fucking way should that be legal. The school should have called the police.

There is no mention in the code whatsoever of flying flags other than warning flags on a moving vehicle.
