Basically humans and dragons in that setting have a universal genetic code and tend to breed outside their species, and since dragons are shapeshifters, they even more so.

Dragons have an IQ far above most all other races, they're able to speak and use magic and everything. Humans breed outside their race so often, half elves and half orcs are starter races. It's assumed the other half is almost always a human.

Yes and no... Yes, because it's different specied. No, because if a creature meets all the same biological and psychological standards of personhood that a human does, is it not also a person?

No need to apologize. I've no issue with those who just like to dress up in animal costumes or who like (non-erotic) anthropomorphic animal art. My disdain is primarily focused on the ones for whom it's sexual, though it does affect my initial reaction to someone who introduces themselves as a furry.
