A majority of the US seems to be handling it just fine. Canada seems to be handling it just fine.France, Poland, Denmark, and Sweden seem to be handling it just fine. So, you see, it isn't just one example.

You're right both in my home town and in my college town women can go topless if they want, theirs nothing stopping them from it (i.e. the police cant tell them to stop) and I imagine this is the case in many other places. Either no one knows about it or people have a better sense of decency and when certain things are appropriate than we give credit for. That being said the fact that most businesses practice "no shirt, no shoes, no service" for men and women puts a bit of a crimp in either group trying to go topless.
