Napoleon actually had normal height for his period. He just hanged around with the Imperial Guard, who were supposed to be tall as shit, which made him feel short.

No one is saying that Napoleon was petit. But his movie characterizations are, so Ian Holm's petit height is excellent for the role in a comedy.
