Well, when it's related to China indirectly or otherwise, I willingly admit that most things America does will probably have an ulterior motive. Namely trying to stay Player One.

Well given the geographic location of the United States (having access to both major Oceans), being a major commerce center and having a vast wealth of natural resources, And the fiercely competitive American nature (in my experience at least). The US won't obviously remain number 1 forever but i feel that it will always be relevant in some manner. No one does anything out of the goodness of their heart, there is always an ulterior motive. Okay, North Korea's people are starving, but they aren't on the brink of death. They get by. Not by much, but still. North Korea's military personnel are well-fed, and highly trained. Trained to a ridiculous degree, and they undergo things that would send human rights agencies here in the U.S into a conniption. Still, compared to U.S firepower, resources, technological superiority, a sheer numbers, they would have no chance. Their two aces in the hole is their lack luster, but operational, nuclear program, and Big-Bad-China. China can't stand the DPRK. Their man-child leader continually insults their prestige and makes things difficult for them. The only reason they BARELY prop up his regime is to keep a major U.S ally from being on their border. We fear nukes, and the DPRK's willingness to use them. But China would probably pressure them not to resort to WMD's.

If you call using outdated techniques and methods 'training' sure. Last time i checked being able to smash a brick with your head doesn't make you any more bullet resistant. About the only thing the Nork's have going for them on a Conventional level is Fanaticism.

The bolded doesn't even factor that highly to them anymore; they have been making significant progress in harmonizing relations with South Korea (SK it must be said is currently doing a very good balancing act in keeping themselves both as a major US ally and trade partner of China, compared to say Japan for example) to the point that they're more than ready to accept Seoul as the ruler of a unified Korean peninsula - that's just how much they loathe Kim Jong-Un.

The bigger reason to keep North Korea alive as far as China is concerned are the likely flood of refugees *(and deserters, and possibly Kim regime bigwigs) that will run towards their borders in the event of a real war. They don't want hundreds of thousands to millions of additional mouths to feed or care for, and to that end have been tightening their border security with North Korea both to send back deserters and to stop their equivalent of illegal immigrants.
