If it causes me inconvenience, then it has crossed the problem threshold. Hence, it is a problem.

If it causes you an inconvenience, turn around and tell them to shut the fuck up. If they don't, find a cinema employee. Your inconveniences aren't reason enough to create a superfluous fine or the silly regulations you propose. Get real. It's not about you and it'll never be about you.

The fines are not superfluous. They will be substantial and enforced (definitely the regulatory provisions).

The regulations aren't silly, like I said... there will be three mechanisms of enforcement (though there is heavy reliance on the regulatory and private right of action dimensions). I think it was carefully thought out.

That you think there's a problem because, god forbid, someone talks when you're in the theater, doesn't mean there is a real problem. Like here, there isn't a problem. It's just you, yet again, whining about something inconsequential.

Bitch about poverty, or hunger or inequality, or gender issues. Bitch about war. Those are worthy topics to complain about. But people talking at the movie theater? FFS.

I sure would love to go the full 65 mph on the highway, but there's always traffic when I'm on it, so I can only get up to 30 mph. They should ban drivers who go slow or build me a private lane.

See, this is a non-issue. IM is making it into a big issue but there's no issue here. Cinemas do not need his regulations. The world doesn't revolve around him, as much as he would like it to.

The answer to this "problem" is super simple.
If someone is being legitimately disruptive, and ruining your experience, ask the theater staff to remove the disruptive person. That's it. No government involvement, no absurd penalties.

Injustice doesn't have a one-to-one correspondence with any single type of incidence.

If someone is being legitimately disruptive, and ruining your experience, ask the theater staff to remove the disruptive person. That's it. No government involvement, no absurd penalties.

The problem with that under the current laws, is that theater staff have very little power to do so without potentially opening themselves up to liability. For example, the person they remove could sue them for breach of contract (he also paid for the movie ticket and for the length of the entire movie) or for battery (touching him without consent in trying to remove him).

Without changing the law, this isn't a practical thing to rely on.
