The Iraq War is more a symptomatic failure of Cold War fallout, the misapplied realpolitik of the United States thereof, and possibly globalisation.
The Gulf War that proceeded it could be further argued as a failure (or natural consequence) of globalisation - the west mobilised to defend its supply of oil.
