We actually recently revoked that rule. Jehovah's Witnesses will now be knocking on doors nekkid in places where they can get away with it legally or without being caught by police.

Is doing it without being caught by police the same as being legal anyway. What the police/feds/military/aliens don't know doesn't hurt them.
