I think what they might be trying to do, but saying in a bad way, is to prevent the spread of misinformation and radical ideas among easily impressionable young children. They may be taking it to the extreme, but considering the experiences I've had with young children believing anything and everything, I can actually see how they could easily become radicalized.

Most toddlers can barely read, speak or write. How can we possibly detect extremism (whatever that means) if they can barely communicate their thoughts. My baby boy played with a pink barbie doll. Extremism roots !

If a child is in nursery, how can they have gone to a madrassa? If they're taught all non-Muslims are evil, which obviously doesn't happen outside of The Four Lions, why the fuck are their parents putting them in a general-population nursery?
If they actually believe that, the father will probably be misogynistic enough to demand his wife raise the child in the first place, negating the need for nursery.

My government is again showing it's scared of the Browns but not willing to openly state this (I'm not racist but, blah, blah, blah), by suggesting that "right from wrong" is a "British value", totally uncommon to the rest of the world, or even the west which is typically shorthand for "civilised" anyway.

Are you sure? Children are nasty things. How do you know your local bully isn't just a front for a Taliban infiltration? Actually I don't think this has to be stupid. A "toddler" is from my understanding a child in the age between one years old and three. At that age kids usually haven't developed the thinking required to rebel against political doctrines, which means that kids promoting terrorism at that age are likely to have been heavily indoctrinated from their birth and onwards. If however you were to find a child at the age of seven or upwards walking around painting swastika signs, "ISIS" or "Al-Qaeda" that kid is most likely just testing the limits of public expressions.
