I wouldn't trust CNN for breaking news - they've called it incorrectly quite a few times in the past, often ahead of actual data. For instance the Supreme Court ruling on Prop 8.

I think he will be charged. Grand Juries indict in something like 95% of all cases. Plus there's more than enough uncertainty to warrant charges being brought. I think charges will be filed and the officer will be acquitted at trial.

In the modern era the likelihood of a DA calling the family with news is high in 2 hours.

To protect citizens from the time and expense of a trial, especially in cases where public pressure calls for a trial.
