It doesn't matter if they're inciting others, if they are exercising their rights in a responsible way. The police are supposed to protect people in the exercise of their rights, not oppress people in the name of "communal harmony." Freedom is more important than order.

Actually the police have the god given right to retain anybody they deem fit for a total of 24 hours. it is also within there rights to protect communal harmony because it is in the ipc
