First off, I'm American so the idea of "beef festival" is completely non-offensive to me. But in any case, the right of a person to live their life as they choose, as long as they harm no one else, is the fundamental basis of a democracy. India needs to get with that.

Prohibition of cow slaughter is in the Directive principles of state policy, it is highly offensive. this movement is happening in India, these same group of people do such things. They have the right to go to court not provoke others

In my country we have something called separation of church and state, perhaps you should look into it.
