Yes, because ensuring the survival of modern civilization means more MONEY. It really isn't that hard to evacuate a city over the span of a century or more.

You can't blame Carter for a crisis that was out of his control. The economy was driven by the worldwide oil crisis and stagflation of the late 70's. Carter had no chance of reelection with his dour mood, but he did start deregulation, something Reagan would continue.
Oh, yes, unemployment after a terrible recession is so high and terrible. Goodness me, the Great Depression ended in a couple of years. Seventeen trillion dollar debt...do you understand how debt works? We're in no trouble of defaulting or going under, just check economic policy and look at the Treasury bond rates. The other two are primarily ideological, so I cannot change those.
