The problem isn't that someone is upset. The problem is that it's illegal. First Amendment. Establishment clause. Incorporated by the Supreme Court in the 40s.

AND they took a fairly useless "game" commonly found on playground equipment and make it even less useful. the only possible reason to have that crap on the installation is a religious one.

Well, the city is offering to donate it and any Church (or other religious organization) that wants it can take it. Installation would cost as much as it costs to get a few volunteers to do it, or the price of a couple handymen.
