It's literally a bunch of religious text on public land supposedly paid for with public money. It doesn't belong there and obviously the city council didn't think it was a hassle to remove.

I don't see how that's so upsetting, it's just a bunch of words, that's about it. At this rate, they might as well try to get the bible removed from bookshelfs as well.
