That varies. I have met people who were homeless by choice and just taking advantage of people's generosity. They are the minority, but they do exist.

We have one here. He has a horse and a wagon and camps out the front of the local courthouse. He owes the city council $20,000 in fines for livestock in the city center and parking fines. He also likes to verbally abuse passers by.

Really, it sounds to me like the law is an attempt at making the area so inhospitable that the homeless population migrates elsewhere. Instead of, oh, say, taking steps to help get the homeless off the streets? Y'know, housing, job development, that sort of thing?

They well as might abolish Good Samaritan laws while they're at it. Then we can have shitloads of incidents where people stood or walked by as someone was being raped or killed.
