I contest that there is anyone of "no" benefit to society, given the massive interconnected economic and social networks in existence.

Of those who are unable to work, just making sure they can live without having to take shelter under a bridge and eat garbage would be a good start.

Not very many have been disabled their whole lives, in comparison to the total number currently disabled.
