Seriously, that's the question. What are you going to have them do? Many have physical and/or mental disabilities. What are you going to do to make them work that actually saves the state money instead of costing them more?

do you want them to die than, or want them to be homeless forever, when they are fit enough or have saved enough to rent an apartment or find another job they can be let out, its not a jail

That's more expensive than just giving them homes.

Most can pretty well take care of themselves - they just can't hold down jobs.

giving one house to one person or giving a dormitory to 100 people

Usually giving small apartments to each person (or couple). They are lockable, provide private space for things, and reduce incidence of crimes like theft, assault, things like that.

Keeping people out of the justice system saves a hell of a lot of money.

And it comes back around to human rights. You can't force potentially mentally unbalanced (and certainly at least a bit disenfranchised) people into a cramped space and make them work for two meals a day. It's literally inhumane.

they are not houses, they are homes, an apartment is a home. i think in utah social services are part of the deal.

Not to mention, people having a small kitchenette so they can cook their own food saves the state a hell of a lot of money compared to having to hire staff to deliver, cook, and serve food twice a day.
