It's a familiar choice of unpopular options. Raise taxes, cut spending, or privatise government assets.
The "privatize government assets" option is particularly dumb because you can only do it once. When the asset is a viable business like electricity generation or telecoms, which was returning profits to the government budget, it's double-dumb to sell it.
