In September I will be in the market for several (quite a few actually) handguns and rifles, including an AR. I rather liked my M-16, but cannot afford a civilian-legal one.

It's not just the metal itself, it's how it's tempered and shaped, milled and bored, designed and assembled. What makes a military weapon legal on civvy street, I'm not sure; maybe the number or type of rounds it can fire. I don't think automatic weapons are civvy-legal - though with the NRA, you could probably hunt ducks with anti-air missiles, who knows?

What makes it civvie legal? being manufactured before 1986 and the civvie in question jumping through a shit-ton of hurdles and paying out the ass.

I dont need full auto - though the three-round burst is pretty handy once your rifle is zeroed properly . Semi-automatic is sufficient.

No, it isn't. I could, if I had the money, buy a full auto M16 (as long as it was made and registered as a full auto/select fire weapon with ATF before May 19, 1986). The problem is, a civilian transferable M16 is around $20k. The paperwork takes several months or more to get back from ATF, though.
