Literally everything you just said was wrong. This is how Century imports an AK:

First, they do not come from Russia due to sanctions against Russia. No one is importing any firearms from Russia right now. Secondly, what weapons they do get are sent straight to the United States in a "sporter" configuration as to abide by the 1989 Assault Weapons Import Ban put in place by President Bush. Third, they then replace small parts such as trigger groups (drop-in parts), muzzle devices (drop-in parts), and furniture (drop-in parts) to abide by 922(r) while having no affect on the function of the firearm. In the case of most WASRs, they also weld material onto where the bayonet lug would be (was removed per 1989 import restrictions), then reshape that metal back into a bayonet lug. The 922(r) compliance only needs to be applied to firearms they are returning to "assault weapon" configuration, and only those firearms. The receivers, barrels, and literally everything else are going to be 100% original and foreign-manufactured. The BATFE also does not consider a trigger grouping of any sort to be a firearm unless it is a registered drop-in auto sear that's being considered a machinegun for NFA purposes. The fact a firearm is built on a US receiver will also not make it no longer need to abide by 922(r) compliance guidelines.

I know a lot of former military guys that refer to basically every AR as an "M4" out of habit, to be fair.

Technically speaking, all M16s/M4s are AR-15s, but not all AR-15s are M16s/M4s. I know "AR-15" generally refers to only civilian rifles today (thanks to Colt trademarking that name for their civilian rifles), but technically speaking, the M16 and M4 series are all just very specifically-configured AR-15s.
