Yeah, try looking at the ballot. The options were "Stop belonging to Ukraine" and "Start belonging to Russia". Even the Nazis offered two genuinely different options.

Supposedly the other option was to make Crimea an idnependent country. That is a totally unviable position, so they jsut joined Russia.
I really don't think Putin needed to rig those ballots though. They were going to vote for it, but at a much more believable margin.

And, I'd assume, an also more believable turnout than 123% of the residents of Sevastopol.
