Would unification allow the countries to reduce their military budgets?

That would make some room for covering unification costs.

South Korea's only astronaut just quit, and their space program is in chaos. But I'd bet North Korea could give a joint space program quite a boost.

I support a loose confederation with the North and South keeping their respective governments until they can negotiate something for an actual federation.

Yes the only way which is a pipe dream because of China and Maybe Russia will veto it.
If the UN Manly Japan S Korea and The United States can make out a deal where if The North Slowly Remove there Opression on the people they will Lift The Sactions off N Korea It Eould take decades maybe 100 years but if it works Not only Can N Korea be Better In Human Rights It Can also Lead to the hole of Unifacation

A unified Korea would only occur after a revolution in the North or South. Considering how much people like freedom I think it will occur in the North. Therefore a unified Korea would be democratic and capitalist. If Korea were to become a regional power, it would have to wait a while to become so, as it would have to take on the addition of 25 million people to the economy and the development of the north. Once those have been handled Korea would be a force for freedom in the Asia-pacific region.

SK is already described as a regional power.

The problem is that all of Korea's three neighbors (China, Russia, Japan) are international giants.
