Don't need too. The Police Captain in charge is telling the protesters that they are perfectly allowed to demonstrate, just those who fire upon police officers and National Guardsmen, and attempt to assault them will be arrested.

I'm just pointing out that (what I assume is) Ravenflight's belief that the UK Police are entirely unarmed is incorrect, which is slightly relevant to his stance on whether Officer Wilson should have been armed with live rounds.
