[Question] Mod nations and their puppets

Out of curiosity, can mods use their puppet nations to moderate? For example, Mousebumples has a puppet called Moosebumples. Would they be able to use the puppet for making official mod rulings, or do they have to use their main nation?

Also, should this be in Moderation?

I thought so too, but Moderation is more of a place for requesting assistance from the team.

This absolutely does not belong in General, and it does indeed belong in Moderation.
