As for Washington DC, I think they could be just incorporated in Virginia. Then again, the city-State solution could also be viable.
Plus, there's the US colonies who should become a US State, either by being a new State or by being incorporated into existant ones.

You cannot just force Washington DC into Virginia and those other small territories together to satisfy some bureaucratic thing. That is what has caused much of the worlds modern conflict, this forcing together of different groups into one nation without asking them.
That's why I said that more statehoods instead of incorporations could be a solution, too.
But your "different groups into one nation" doesn't make sense, as the USA is ONE NATION already. Virginia is the same nation as Washington DC. American Samoa is the same nation as Tennessee.
