However, to disincentivize dog ownership there would be a tax against dog owners. All imports of dogs would be banned immediately, exporting dogs to other countries would be encouraged with tax deductions.

Then you would take the lifespan of the longest dog (I don't know, I'm not an expert, let's say it was 30 years) and then in the law you would say:

''in 30 years since under this law no dog is allowed to reproduce all dogs should have died in this country, therefore in 30 years from the date of this bill all dogs found in the nation will put to rest by the relevant authorities.''

Logistically this would be how I would do it if I were in charge. This way, all dogs can be eliminated from society in 30 years (either they die naturally, are exported, or get hunted down when the time is up). The neat thing about this law is that we know for a fact that after those years are up (maybe its not 30), all existing dogs are illegal.

Honestly, 99% of dogs are quite docile, and if they aren't it's usually because of their owners, not because of them being dogs.

If anything, increase the penalties for animal abuse/neglect or make sure animals are being cared for.

Anyway, addressing the topic, I have to agree with literally every other person who's posted in this thread which have said this idea is ludicrous and/or asinine. Big deal, a dog barked at you. A bark is not the way a dog always communicates "I am preparing to feast on your flesh and tears, mortal meat sack". And if you run they'll generally traipse after you, thinking "RUN PLAY PLAY I LOVE EVERYONE HERE". My dog does it all the time as soon as I step out into my garden.

Cat scratches do a lot less damage. I knew someone in high school who had a big chunk of her lower jaw bitten off by a dog, ended up in the ER, and will probably have big scars on her face for the rest of her life. Cats don't do that.

I'm talking about little dog bites, seriously, in my town a dog only bit someone a little bit and the dog had to be put down. Also I've known in some cases where cat can take someone's eye out. I know I know, it's only the minority, but it's like that will all animal attacks (most of the time).

This is the most sensible way to do it.

I think having the police just go and grab every single dog in the country and executing all of them immediately would create too much chaos. Also, its a tad too extreme on the authoritarian scale.

But if you phase it out over a few decades, and give the chance as well as many many incentives for people to get rid of their dogs however they choose (ex, some people might send their dogs to relatives in other countries where its allowed etc) the result would be better.

I really don't want to have a law that immediately sentences all existing dogs to immediate deaths. Its not their fault. We're just trying to create a better society but I want to avoid having to hurt them if possible. Just let them die out.

Yes, dogs can be dangerous. Yes, I'm not fond of strange ones and I am, as a result, very cautious around them. No, they should not be banned. Why? Because not all dogs are the problem and, often, it's the owners that are the problem or the people interacting around them (for example, the morons that run away from dogs... most dogs will chase after moving targets; and humans are slow).

Like cats dogs are environmentally destructive. That just means we need to regulate them better. Bans are not a good idea.

I was worried that if I did so one of three things might happen.

1) I miss and then the dog bites the hell out of me, doing me serious damage (and perhaps even killing me if it manages to get my neck)

2) I hit the dog, the dog quickly recovers, and then ''1)'' happens

3) I hit the dog and damage it, nullifying it as a threat. The owner is outraged and then takes ME to court over the property damage done to his/her dog. Its a very litigatious society this is not unheard of. I don't want to waste my time in court.

For the record, I'm going to assume this is some bizarre form of satire, but I will answer the questions as if this was an actual situation.

1) How big was the dog? Because it is extremely unlikely that all but the largest breeds would get your neck. As a side note, running is a terrible idea.

2) one is very unlikely to happen, and again assuming it isn't a large breed it is unlikely to quickly recover.

3) most places have laws regarding dogs and it is very unlikely that you would get in trouble. Unless you were trespassing.
