If you read my previous post about the logistics, if things go according to plan not a single dog will need to be executed. If everyone follows the rules, everyone can be happy.
All current owners may keep their dogs. But under the law no dogs will be allowed to reproduce. Before the time is up there will be economic incentives for owners to send their dogs away to other places where they are still legal.
When a lenght of time has passed (equal to the maximum possible lifetime for a dog), all remaining dogs (by definition illegal), will be forcibly removed.
Eight years old won't have a problem because if they had a dog, it would have died of natural causes. If it didn't, then the dog (logically) would have to be illegal. If they broke the law, then they are responsible for the consequences (or the adults).
Er, how do you define the maximum possible age for a dog, considering that just like with Humans, there's a huge number of variables that could make them live longer than the maximum, eg - the oldest dog in history almost made it to age 30..
