I say Franklin, do to it nearly becoming the 15 state in the Union but, it did not due to North Carolina thinking that it's West of the Appalachin mountains claims would never become States.

Completely missed the most obvious choice which is Puerto Rico. Cuba isn't a territory, it's an independent nation. An enemy nation at that.

By the way, Cuba ain't American. Cuba is an independent nation and I'm pretty sure the Cubans wouldn't be willing to be annexed by the Americans.
