It's amazing what this world has come to. Its like governments don't even care about people anymore. If we want to see real progress, we need to force Russia out of the Ukraine. However, I believe there's only a select few governments stable enough to do that, and those governments just so happen to be the ones who will support Russia to the end. There's some precedent for calling unrecognized separatists (or paramilitary forces seemingly sponsored by a neighboring state without the official imprimatur of war, as the case may be) "terrorists," but there's really no evidence that the airliner was targeted in order to strike fear into the hearts of the Dutch.

Considering all the evidence, it looks to like either Russian or pro-Russian forces, in or near eastern Ukraine, shot it down because they thought it was a Ukrainian military plane. Tragedy, but not terrorism.
