Well, quite simply, Mexican aesthetics are reflective of a culture that promotes backwardness and seems to be passive to gang activity, hence why they seem to love putting those god awful murals on their buildings of some dead gang member. Not mention, when I went to Mexico City, people seemed to be quite okay with littering and general keep the city smelly.
