According to the divine command theory, God is the ultimate source of Good, and Goodness itself, meaning that all of God's action and dictates are, by definition, Good. As such, whatever God does is Holy, and we should endeavour to emulate him in every way.

I suppose that Thou Shalt Not Kill is simply conditional, one would be allowed to kill in the event of say, self defence, or taking the land away from the aboriginals and claiming it as your own and murdering them en masse.
