I do know that they don't have legal authority to do anything outside of their jurisdiction which ends with the border. :P

I thought they were independent somehow?

(Yes, they were independent. The Sandinistas were originally opposed to Somoza, who was a prick through and through. Then Reagan came when things stabilized in 1981 and funded the Contras illegally, to which the USSR sent aid to Nicaragua [since they opened relations in 1979 diplomatically, but they were not necessarily allies]; the Sandinistas were created in 1961, around 18 years before they even had contact with the USSR)
