They really aren't in a position to do much about it, Governments, States, Forms of thinking, only exist due to popular consensus; They can impose or impede that consensus but it inevitably leads to the same destination.

And that is of course, the formation of opposing notions of governance, Statehood and forms of thought.

Revolution is the natural response.

Soak it in water for 10 minutes, that usually helps. When I get down and dirty scrubbing the taxi, I get dirt entrenched under my nails. It usually comes out in the shower, while doing dishes, or when I soak it.

It's called amputate the arm to save the body, if the West Coast need become a field of glass, if all air traffic need be shut down, airports closed, the Nation sealed, the border to be mined at either end...There are methods to control the spread of every viri, this fictional one merely requires...some extreme choices be made.

I like California, But i would turn it into a radioactive pockmark if that was required, but i suppose they would not ask me, a little retired infantry grunt direct the national defense efforts.
