Stalin was a badass (and responsible for the deaths of millions etc etc) so from that angle he's cool but I think from a "pop culture icon" standpoint JFK would probably come close to "coolest leader in history"

I'm not saying Stalin wasn't a strong leader and I can't recall enough about JFK's policies to have an opinion on his politics, I'm just saying that JFK seems more in line with the intent of the OP's question than Stalin does.
