Probably one of the Russian or Scandinavian leaders. Maybe Canada's leaders, too. They're pretty cool. If it counts, I'd also add the governors of Alaska to that list.

Winston Churchill comes to mind. He did win a Nobel Prize in Literature and was a very decent poet.

Otherwise, I'd say Joseph Mobutu who, despite being one of the worst dictators Africa has known has a very cool hat.

Probably an eccentric but successful monarch. Maybe Louis XIV. He did get murdered, I suppose, but he was pretty fancy and did do some pretty good things for France, as a whole country anyway.

Plus he was the Sun King. So that's a plus.
