his foreign policy wasn't the best but domestically he's put up a lot of security cameras and stuff. I'm sure those have helped solve crimes...

Given these polls tend to reduce down to a Attlee vs Thatcher fight (and I think both are overrated by their supporters) it's more interesting to see forced into something else.

Well yeah, I don't think she's the greatest in fact I dislike her immensely. But she does fit the necessary criteria that the OP has set.
