The internet wasn't a CIA project, but computers were.

Computers were invented by the UK's Government Code And Cypher School, thus are more likely an SIS-cum-MI6 conspiracy. The Yanks then stole a march on that idea, which is why one or other arm of British Intelligence teamed up with Switzerland's Postal Service and Telecommunications Surveillance to get their patst, Tim Berners Lee, to freely release "The Web", to compete against the CIA/University of Minnesota joint attempt to get people to use Gopher. The NSA was behind AOL, the FBI behind Facebook (very unimaginatively) and New Zealand Intelligence Corps actually got behind Megaupload.

The Illuminati was origally behind all of Usenet, although they did a deal with the Church of Scientology, so that they each controlled (and monitored at a deep-net level) everything on alternate days.

Other agencies who had tried similar things were the Finnish Intelligence Research Establishment (the real people behind anon.penet.fi) and some guy in a volcano who controlled FidoNet, and thus all Bulletin Board Systems.

China already has its awed "Great Firewall" though I'm not totally sure if thats the same as what Putin is potentially proposing.

China's "Great Firewall" is what it is. A wall that prevents Chinese internet users from accessing internet content that isn't government sanctioned.

So would it be beneficial to segment the internet for the sake of national security, this is the question.

Let's put it this way: Russia isn't under threat from external sources. However, a separate internet service away from prying eyes would allow the Russian government to fully spy on online dissenters without anyone outside of Russia batting an eyelid. Already, the founder of Russia's largest social networking website is on the run for failing to provide the Russian security forces with personal details of its users.

EDIT: If the Internet is indeed a CIA project, then I recognize that this is probably being monitored. Please be aware that if you post it is possible that American intelligence is recording it. I think its worth the risk though to have a discussion.

And what are you worried about exactly? What laws are you breaking? You're discussing the apparent new-found insanity of Russia's president. Maybe you get a letter in the mail or an email for a job offer by the US government to go around parroting what the state departments wants people to believe on internet forums, or go around liking American government pages on Facebook.

No one's breaking the law by mentioning the CIA and some sort of inane conspiracy theory.

Everyone should look into and support the Bitcloud project.

Free node-to-node "internet" where traffic through a node results in a portion of a specific crypto-currency being paid to the owner of the node.
This crypto-currency can then be used to gain services on a Bitcloud "marketplace".

As someone working closely with the developers, this is how I understand it.
That being said, I could be a little off base, so read the nontechnical white papers.

They are working on a prototype right now and it's looking promising.
Similar projects have already been successful, but none have been as full-featured as Bitcloud.
The basic premise of P2P internet access has already been proven to work before.

And the best part is full encryption of data being put through nodes, so nobody can see what is going back and forth.
It's as if you have a proxy on at all times.
