Cameron will have a remarkably difficult time passing this without significant and damaging coverage. Even if he does it will be more than a year until even a skeleton system is actually implemented. Regulation on this scale in this of all industries is very difficult, even with the ISPs fully onboard. The wrong place to pick a fight.
