Southern Autonomous Region: Texas, Oklahoma, Kansas, Louisiana (excluding Southern region), Mississippi, Alabama
Midwestern Autonomous Region: Nebraska, South Dakota, North Dakota, Wyoming, Idaho, Utah, Alaska
United States of America: Everything Else

The SAR and MAR would have their own Congresses and Executive Leaders, and be able to make their own laws in most areas, but would still have to pay taxes to the Federal Government, albeit lessened. I am not too keen on the details of this plan, but the borders would be very flexible and the Regions would be independent enough to satisfy their inhabitants while still being subjected enough to contribute to the nation.

I think the problem is that we're approaching this like these new federations need to be necessarily independent. Countries around the globe have semi-autonomous regions that benefit both sides of the agreement.

Within the industrialised states it would. This is like saying if all the millionaires in the world moved to their own Island it would be the fairest island in the world because the distribution of wealth would be much more equal. It is technically true but ignores that the problem of the imbalance of wealth distribution is a global not a national one.
