They are (or will do), but I would say that its a long term problem rather than one affecting them now. Putin did conduct a recent upgrade of military assets after 2008 (and will do some more in theory - just like how they plan to land stuff on Mars ), while Britain has been cutting down its forces. The UK has better ground troops, navy and special forces, but Russia has the edge in missile tech, numbers (and nukes). Britain also doesn't have any current aircraft carriers, and its new ones will need some badly malfunctioning F35 variants (it was forced to borrow US harriers for the moment).
